Feet blisters, skin scaling and itch

I started getting feet blisters,skin scaling and itching only on my right foot alone and not left. This out break started from 2012 and it's been 11 years and there is no cure for it. I have been to multiple dermatologist but it gave me only temporary relief but again I used to get the same blisters and scaling. What exactly it it.
