Fasting Sugar Level - 98mg/dL

I am a 27 years old software engineer. For the last few months, I'm having a sedentary lifestyle. I live away from my family and accessibility to healthy food is a major problem which leads to mostly unhealthy and untimely food consumption. 2 days ago, I checked my sugar level (fasting) and it came to 98 mg/dL. Is it a pre-diabetic stage? Do I need to see a doctor and have to take medicines at this level? What changes should I make in my lifestyle now? Please advise.
