Fasting sugar increased

Hi, my husband's fasting sugar was 116 on 23rd Dec 2022 n post meal was 227 but today fasting sugar was 148 couldn't do post meal test. Please let me know if he has diabetes and if yes is it possible to reverse with lifestyle changes pls advice.
