Extreme itching on left leg

I have consult through practo app and doctor says it is scabies but there is only itching and no scabies type rashses and given medicine for 15 days and not even a single reliefs consulted 3 times with them . please help Itching started from lower left leg and began to rose upside and now in both legs

It may be urticaria. Or may be some allergic process. Scabies may not present with rash in clean. Well cannot comment currently with limited history. A detailed approach is needed.
