Is he having dryness all the time ? Or only after hand washing ? Is the skin over rest of the body normal or dry too ? Provide with photos. Consider changing of handwash to a mild glycerine based soap. Needs a detailed evaluation so that proper moisturizer can be prescribed to you based on  his skin characteristics.
