EF of the Left Ventricle

My father was facing difficulty in deep breathing, and so we did some tests. In his 2D echo test, the EF of LV has come out to be 47% , earlier it was 60%. Is this a serious issue...?? Even though his cardiologist has stated, it's nothing serious, we're worried. Please answer. I've attached the report. He has no chest pain or any other problems in his chest, except the problem i mentioned above.

If there's a drop in lv function with symptoms it would be a good idea to get a tread mill stress test done

The echo says he has had a heart attack sometime in past which has caused reduction in EF. Get his angiography done asap
