Eczema or atopic dermatitis

My daughter is suffering from eczema. We have been applying steroid creams to suppress eczema. Emosone is recommended for face and elocon for the body. We have noticed roughness on rt he face. Looks like emosone is not effective for face. I am not sure if this is related to eczema or not. Need doctor's suggestions.
