Dry glans, tiny red dots, white dry skin

Hello, since last 3 months i am suffering from these minute red dots on glans which are barely visible. Also the glans looks dry and the skin of penis on shaft has this dry white skin that peels off. Also i am experiencing burning sensation on base part of penis and burning sensation after urinating and ejaculation. I  have consulted two doctors one said its genital candidiasis and gave me medicine and creams for 40 days. It got somehow better but after i stopped the medicine it got back. Another doctor said everything is normal and its just dryness. I don't know who's right. I am depressed because of this can anyone help.
