Dry flaky skin on head

I have very dry and flaky skin which results in dandruff all the year around. I also have hairfall because of it. Every second day my hair starts to look dirty and i can peel flakes out from my hair please suggest which is the best shampoo which is not harsh and what else can solve this problem.
