Dry and patchy skin of hands in summer

I have got a dry and patchy skin in summers after applying the moisture too.And I also wash my hands in cold water. I don't use any kind of chemical washes or anything like that.It feels like that my hand is burnt but I don't even go in sunlight. What's the issue? Please help me in curing it.
