10 days observation is for the incident only so you are safe but you need to observe the cat for the current incident with your pet.
Basicall if the dog or cat or any animal is affected with rabies virus in their brain and saliva, it will die before 10 days due to throat paralysis. So when we observe it for 10 days after incident and if it survives then that indicates the animal didn't had any virus in it's saliva 10 days prior during the incident.
