Dirt accumulation on neck

I have been facing this problem of dark neck from my intermediate days . I am sure that it is due to improper hygiene which I followed back in my college days ... I used not wash over there and and dirt even on my penis. Can you please suggest me any treatment or anything like that. I'll be thankful to you
This description sounds like acanthosis nigricans. This is a condition where your skin folds like underarms, neck and face becomes dark.
