Your eosinophil count is slightly on higher side. However need detailed symptomatic, family history. For allergic bronchitis, what medications were you prescribed? Will be able to help out if history is bit elaborate.
Next Steps
detailed history - symptomatic, familial and medication history

Increased eosinophils may indicate allergic condition. Also there is low hemoglobin level. Need further details about other symptoms to find out the exact cause of breathing difficulty.
Next Steps
Consult a pulmonologist for further evaluation.
