Your condition is a complication of your high diabetes. For your ulcer to heal you need to get your diabetes under good and strict control only then will the infection and ulcer reduce. The surgery and antibiotics will work in the best way if your sugars are in normal range. You need to meet a good endocrinologist and probably start insulin so that your sugar can be controlled. Diet is another modification that you need to reduce your sugar. Once you achieve that then only any other surgeon can help you with your ulcer and foot problem.
