My father was suffering from foot ulcer and the infected part of toe was removed but from some days ,some part around the lower part of toe is loosed and after pressing some water and blood is coming out,he is renal patient also.there is chance of further forming of unhealthy part.

Your father definitely has a problem First diabetis...renal impairment ...and now diabetic foot. Remember diabetic foots do not heal well. 80 % foots will have another amputation within 5 years. You stated water and blood coming out. Well it has not healed and my be extending to other parts of foot.
