This generally happens if the milk tooth hasn't exfoliated and is blocking the path...in this case the milk tooth will need to be extracted. Sometimes however the eruption is slow because of extremely dense gums or the adequate amount of root formation hasn't happened for the underlying tooth to erupt. Visit a dentist for a check up.
