Dark spots and pigmentation on face

I have dark patches on face which doesn't seem to stop . It has increased over time. Also there are light brown spots all over my face. There is a cluster of brown spots formed below my eye. I have consulted many dermatologist but never got the results. Creams and face wash are just not working. Are chemical peels and laser safe enough? Or there is a cure for this without lasers and all .
