Hello...  The description u have given seems like allergic dermatitis.....  Exposure to sun further worsens the inflammatory response....  My suggestion,  cover ur hands while going out,  use the moisturizers like calamine lotion before going out and if the condition worsens or u see the peeling of skin etc consult a skin specialist for examination and treatment..
