Dandruff in beard and chest area

I am facing dead skin kind of layer, sort of dandruff as well in my beard and chest area... as soon as i shave, it get cuts at several areas, and that white layer starts reoccurring and then it start sheding on clothes like dandruff. Also my beard hair have started turning white at age of 36. Please help and suggest a good dermatologists near Kaggadasapura.
