My brother is suffering from epilepsy since the age of 5 and now he is 25 years old and is on regular medication. Can he take covid vaccination?

Yes he can take. Vaccine can lead to fever, which can precipitate seizure episode. As a precautionary measure, take tab paracetamol 500 mg thrice daily for 2 days after vaccination.
