Cough problem for 2.5 year old baby

Dear doctor, My baby is 2.5 years old...since today suddenly he is facing cough problem..alot of cough is congested also his voice is going low so doctor suggested for nebuliser for 3 days and provide medicine imol for temprature as it's temprature keeps going up and down azee 3.5ml, syp respicure..also there are other 2 med...but due to this he is not eating anything also he is not drinking water...he told us that he want but he is not drinking..I m very much worried now..is this a sign of pnemonia??? Pls help me it's urgent 🙏
