Constipation

My 23 months old suffers from constipation. She dont eat sugar so much. She prefers milk and curd without sugar.does it cause constipation. I give lactulose syrup ,then she do easily.is it ok to give this syrup often. I give oats,flax seed ,chia seeds daily in dinner. Plenty of water, still she suffers Her appetite is also low

Some children develop constipation from milk and milk products  .
Next Steps
try and avoid milk and milk products for 2weeks and see . start high fibre diet. fruits , veg ,cereals

What is the weight and height of the baby?..will the baby strain while passing motion?..are the stools hard, pellety?...how many times does the baby pass urine?...fruits like banana, mango,oranges , apple have fibre when taken as they are...again juices will not be rich in fibre so will not be much useful...depending on syrups fir constipation is not advisable from this young age...
