Constant need for Vaseline on my lips

I've had this problem for a long time, my lips constantly need Vaseline, sometimes every 15 minutes. If I don't apply Vaseline by lips become dry and sore and it feels very irritating and this is starting to have a real impact on my daily living. I wasn't sure if a doctor would be able to help with this problem?
