Chubby face and neck

Hi, I am 31 Yr old female. I have had hormonal imbalance issues and hence I have a hormonal belly and my face is chubbier and so is my neck. The rest of my body is proportional and am not overweight either.the hormonal issued have also made my skin dry and sensitive My TSH level is 4 My weight is 51kgs My height is 5'4 Please suggest relevant diet and exercise
