Chest rash and swelling

It was small from few years and rarely itchy but it seems to grow with more itching these days. Her mother also had this on the chest. May i know what is this and the procedure to treat it?

It's a keloid ,a scar formed due to a deep wound healead improperly. Surgery is recommended. Application of kumkumaadi oil cream is also of help but a long duration.
