The cervical spondylitis with bulging of the disc and pressing through the foramina and patient having severe pain are indications that surgical procedure may be required. But you must follow Conservative treatment with medication and cervical collar and /or physiotherapy for three weeks or so. It will be better to consult a second orthopedic surgeon before you undergo surgical procedure.
