Can't pull back foreskin completely

Hi doctor, When my penis is in non erected condition I can pull back the foreskin and the head of the penis is exposed, that's when I clean it. But when it is in erected condition and if I try to pull the foreskin back I can't do it. After a point it starts to hurt. If I pull back the foreskin in non erected condition and then try to get an erection then after a point it starts to feel like there is a rubber band around the head and it hurts. I am not circumcised. Although the foreskin slides freely over the head of the penis I can't pull it back completely to expose the head while having an erection. My doubt here is, will it hurt if I have sex? I've never had sexual intercourse. Will I need to undergo any procedure for it? Please help me understand. Is there any way I could confirm this?
