Whenever I lye down to go to sleep I can't breathe properly and I use Otrivin nasal drops to breathe but nowadays in day also in office in a/c after 3 to 4 hours I can't breathe properly

You seem to be suffering from allergic rhinitis which requires long term treatment with anti Histamine medicines and steroid nasal sprays. There is no permanent cure for this condition and physical exercises can be of some benefit. Long term use of Otrivin itself can cause such problems
