Hello, Oxcarbazapine can be used for treatment of BPD to stabilize mood and to reduce impulsivity. But my friend it has some serious side effects also, so should be taken with care. Please make sure whether the medication is prescribed by a psychologist or a psychiatrist. If by psychiatrist then ok, if not, psychologists are not licensed to prescribe medications.
Next Steps
Take your friend to a psychiatrist and seek for second opinion.
Health Tips
Oxcarbazapine may cause rash and reduce sodium leading to confusion. Beware of those symptoms.

Hello By BPD, do you intend to say Borderline Personality Disorder? If so, Oxcarbazepine is one medication which can be used. However, it is advised to go for therapy. And how did the psychologist prescribe medications?
