Bone displacement

Hi doctor, I am attaching the x-ray and prescription of my friend who fell and fractured her ankle. The two x-ray are 10 days apart. The doctor is saying that it is leading to some displacement and may need surgery. Looking out answers for second opinion here. Should we only stick to bed rest. What are other things that can be done as precaution and to miniseries risk. Looking for some hope

Both are viable options cast and surgery  , The rehab and recovery is faster with surgery and anatomical reduction is better with surgery
