Blisters and redness on Penis

I'm facing recurrent redness on penis head and small blisters on penis crown from last 2 years now. Between this period, I've tested myself for HSV 1&2 (both, igG and igM/ 3 times Elisa, once Serum) 4 times and everytime the result was negative. Please refer the pics. Let me know if this is herpes or zoon Balanitis. This condition is making me quite confused and worried.
