My cousin blinks his eyes very often. A bit more than a normal rate . Does this needs any treatment? Is it hereditary?

Madam, you have not mentioned your cousin's age. Also what is the duration? How many days or months is he having this freqently blinking? Is there any associated visual disturbance or any redness of the eyes? Kindly reply so that I can proceed further.
