Black marks on nose and below lips

I have black marks on my nose and under my lower lip. No matter how hard i try, it seems to be impossible to get rid of them permanently. Also, my nose is covered with stubborn black heads which with no amount of scrub wash or beauty treatment can be removed. Kindly guide to find a permanent solution to these problems
