I would like to know further like his speech and language development, also whether he likes to play with friends or likes to play alone? Is his behaviour normal while in family functions or malls or in garden?
Next Steps
engage him in some constructive activities like clay activity, coloring activities or block building. keep patience. Listen to his issues. noone from family should shout or get angry on him.
Health Tips
if same thing persist... show him to child psychologist or developmental pediatrician.

21mon old r very active n can't sit in one place for long, this is normal. However I have to be firm with him n not give in to his demands. U have to learn to ignore his crying, screaming n any other tantrums. Walk out of the room or place him in corner of room for 2 min (timeout) till his tantrums stop.

Ignore his tantrums. Submitting to his demands will further reinforce his behavior. The child is too small to consider the possibility of ADHD at this stage. These children may present like this in early stages.
