Baby nit making eye contact

My baby is 4 months old.. she is 1 and half month premie... She doent make make eye contact at all.. but looks at lights... She smiles a lot when alone and in smile.. but doesnt smile at me... She looks around a lot... She gets fussy when hild while she is olaying... Is it nirmal...she babbles very les... Is it normal.. plzz help
