3 weeks is too less a time for any fracture to heal. Plasters for a fracture are put for a minimum of 6-8 weeks before the fracture becomes stable. U can use an air cast or boot if the fracture is undisplaced and in a relatively non weight bearing area of the joint. You will still have to keep the leg elevated over the hip level and keep moving toes to keep the swelling down.
