doctor is right in advising non surgical treatment as allergic rhinitis can't be cured by surgery, only exception being severe nasal block which can be corrected by surgery but other symptoms will still persist.
since you are not tolerating sprays you can use antihistamine tablets with leukotriene antagonists like monteleukast. if all these don't work in you then only option would be to go for immunotherapy. visit allergy specialist near your place for more information
