I m 28 weeks pregnant. Till Yesterday my baby's movement were down near to belly button. And in scan was told baby is head down today it is quite up. I feel like it is in breech position. Does it mean I have less Amniotic fluid 28 weeks pregnant today

There is nthg to worry. Baby can turn n move causing change in position of the movement. The correct position of the baby is assessed before delivery or in your last scan.

Don't worry about the position  of the baby as you are in 28 weeks. As the pregnancy advances, babies naturally turn with the head down into the pelvis.  Amniotic fluid levels can be detected in the scan. 
Next Steps
regular walking and antenatal exercises will be helpful.
