Hi...it is nothing but the overgrowth or tissue which forms over the partially erupted third molar tooth..we call it as PERICORONAL /OPERCULAR FLAP.Unless ithe pain is not there...it is good.

Add salt in luke warm water and gargle in the affected side for 4times a day after meal to avoid food accumulation and infection and to get temporary relief
Once u feel pain,visit dentist immefiately and it has to be treated to avoid further dental problems.

That swelling as you said is a part of gum tissue near the erupting wisdom tooth is called as the opercular flap .
In some cases it may be required to be removed if it's causing trouble like pain , irritation, food lodgement. .....etc.
In your case ,currently don't have any trouble with it.

In the future may require treatment if have any trouble with it.
