  4. White spots. Want to know remedy. help!

During seasonal change "winters to Summer" my skin always used to dry and cause dry patches around my eyes only ,some times near lips. They go as time passes but it take too many months. It occurs every year. As years are passing it is expanding.I want to know what it is. I don't think it is vitigo or something harmful. It is kind of eczema. Want to know remedy. Help
