Weekly dead skin on tip of upper lips

I am having this problem since 6 months or more. The tip of my upper lip grows dead skin which peels off after a week and leaves red skin which makes the lip look discolored and odd at the center. I have tried balms but the dead skin keeps forming each week and the process never stops. What should I do ?
