Firstly i would like to congratulate you for helping your brother come out of his addiction. Sometimes getting over an addiction is like schooling. When we went to school, it wasn't because we wanted to but because we had to. Though schooling gave us a lot, we would appreciate it only when/if we build a fulfilling life based on it. You have sent him to facility and he is helped to physically withdraw from weed and is disciplined and helped to stay away. hopefully he has developed his own inclinations to refrain from weed rather than because he has to. What you can do at this point is to understand all his reasons on why he wants to come out and help him find out his own motivation to stay and construct a better life. Parallely talk to doctor and counselor in facility to find out his progress and next steps they have planned for him. Only aspect here is some clarity from both ends so that you know what's happening with your brother in the facility, why they want him to stay further and what's best for him. Once he comes out he would need his own motivation along with right engagement and conducive environment to sustain progress.
Best,
