Implants are currently the best mode of tooth replacement. Implants can be done as long as your diabetes is under control. Dentures are not the ideal treatment. A combination of the two is fine, or if you can afford it then a fixed implant prosthesis is even better.

An implant supported denture may be an option for you. Course of treatment and cost will depend on the  condition of jaw bone . If implants are not an option then a pair of well fitted dentures will be ideal.  I would suggest a consult prior to treatment options.
Next Steps
A CT scan called CBCT will be very helpful for a complete plan.

In my opinion you should go for flexible dentures.
