Hi. I am 16 years old boy and I don't have a deep male teeneger voice like most of my friends. It is some sort of deep but higher pitched voice. It is also so low and quiet but also raspy and hoarse. Then I feel like I can't even speak. But also sometimes it changes volume from high to low and suddenly breaks. It is embarrassing because when I want to speak someone they always say "What" because they didn't hear me. This is happening to me for almost 5 years.

You seem to be suffering from condition known as puberphonia which is a common type of adolescent voice disorder in male. This condition occurs because of defects in voice production during voice change which is supposed to occur in male during adolescence. You need to consult nearby speech therapist for more help
Next Steps
Consult nearby ENT specialist and voice therapist for confirmation of diagnosis and appropriate treatment if required
