Upper arm heavy and numb feeling

Since the past week I am feeling a weird numbness and heavyness in my right upper arm kind of vibration like that lasts for 15-20 mins. At same time I saw red patch with streaks on my upper left chest right next to neck, but it disappeared within 5 mins. I also noticed tiny red spots and vein like lines growing on the same arm and spot what is it?
