The skin over my Penis has become very tight and is not moving back while bathing to clean and also itching is there

Looks like you need circumcision (removal of foreskin through a minor surgery) so that the tight foreskin would not give you problems in future (like blanoposthitis, paraphimosis). Pl see a general surgeon near you.
