Thyroid gland swollen problem

My mom has swallon thyroid gland, she has thyroid disease from past 18 years, and continuosly taking thyronorm tablets. But now a days its swelling more and she is having more issues with tht now a days. Does she requires surgery? If surgery did, she ll get cure all the ways?
