Is there a swelling? Swelling could be inguinal hernia or hydrocele or hematocele.
Usually normal testicles doesn't get lower than its position. But you should understand that the area is temperature sensitive. The temperature of the testicles are nearly 4°C lower than your body temperature. When the surrounding environmental temperature raises the testicles will hang to cool itself. When it's cold outside the scrotum will shrink and bring the testicles close to your body to get the warmth from your body. This is normal.
