My son is 10 year old.Suddenly I watch that one testes is slightly up from pouch.Is it normal?

Look for the position of that testis at different times. Sometimes it is a retractile testis, which gets pulled up due to some stimulus. If it resides at lowest part of that pouch at sometime, nothing to worry, if it is always high it needs to be operated by Pediatric surgeon.
