There is swelling in kids penis .Please see pics.This is happening for second time First time when I consulted doctor they said it could be anything and there is nothing much to worry. Please advise what could be causing this.

Is the skin over glans penis getting retracted... are you able to do that.... If not then most probably this is a case of phimosis of skin... there will be painful urination also.... Need to get the skin part dilated for free movement and proper cleaning....
